I'm sure you have been told to file your own law suits against the fax people, that is the only way to stop them and even that is not 100 percent effective.
As for the FCC and its forfeitures, I invite you to do an FOIA request asking them how many of the forfeitures they've actually collected on.
That answer will answer your question as to why the faxes haven't stopped.
